Stupid bastard exchange rates!!!

This is what PayPal just spit at me:

Oct. 17, 2007 Currency Conversion Completed Details -$21.09 USD
Oct. 17, 2007 Currency Conversion Completed Details $20.00 CAD
Exchange Rate: 1 U.S. Dollar = 0.948707 Canadian Dollars

WTF?? I just paid more in USD than I did in Canadian! By a LOT!
